Before Reagan, ALL bases were GFZs (except security personal), world wide.
Actually lasted into the beginning of Reagan's watch.
Security on watch often had ammo LOCKED up.

I was enlisted during the Reagan years, remember guarding racks of M-16s and the only thing stopping a theft was a steel (commercial office grade) door and our bodies. I guess if the M-16 were stolen the sight of our corpses would deflect from the rifles.
