    Interesting point, that's one of the problems with rooting out this type of fraud, too many people making good cash from it.

    Money should only be available to spend in State that provided it.

    According to studies, dollars spent in local communities
    change hands 7-times in that community.

    Each time it's spent, taxes are collected, people are employed.

    It's far to easy for Govt. to mandate programs that require funding by others.

    I was in line at a grocery store behind a welfare recipient. She tried to purchase dog food with her welfare "credit card" (what happened to food stamps?), and was told by the clerk that she would not be able yo purchase the dog food. Her response; "that's OK, I'll get him a STEAK, he likes that better anyway"!!!! We should hand out rice,beans, and clothing to the truly destitute, but handing out CASH is truly crazy.
