What are you looking to use if for??? Target shooting? The saiga is based off the AK platform which makes it very reliable but not so promising in the accuracy dept. The .30-.30 is a great hunting round and been around quite awhile but I dont think it would work well as a target round. The .308 is a well-known long range target round especially with the heavier bullets.

what have you shot in the past? .30-06 is my choice, but she can give a good kick as well. my next rifle is either going to be a 223 or 308.

    What's a "lay down gun"?

    Go with the Savage/Stevens.
If you go with the 30-06 and deciede you want a .308 switch barrels.
I would go with the "long action" so you can use it for the 06 and down. if you get a "short action" you won't be able to convert to larger (06) calibers.

30/30 is not really a distance cartridge, so you would not need to build a lay down rifle to shoot close. .308 is pretty universal. A custom 30-06 with a chamber/lead specially cut to long load a 240 grain sierra will be far superior past 900 yards. Let me warn you, that custom 30-06 loaded to the max will work your shoulder like a sledge hammer.

I'm currently building one using a Mosin Nagant 91/30. It's a $69 rifle, cheap ammo, and decent distance. I will have around $300 in it by the time I buy a nice scope and mount.
