Looking for 9mm / 22cal pistol

My father is interested in a pistol that shoots 9mm as well as 22 cal. I have seen the EAA Witness but missed on the awesome deal CheaperThanDirt had on it a month ago. He's looking for something under $400 if it exists. I realize there may be a conversion kit and it may not simply be a 30 second swap for some of them.

What options are out there? Thanks in advance!

Sig classic series. Aka "two steps". Comes as a .22, you buy the centerfire
kit of your choice. Get the .40 or the .357, the barrels interchange and then all you need is a 9mm conversion barrel. You'll end up with a .22, .357 Sig, .40 s&w, 9mm 226, or229, or whatever.p

I think the EAA witness is the cheapest combo, gunbroker will have them for sure

Not to nit-pick, but this idea blows through his $400 budget by at least $300.

Keltec PF9 is 9mm and Twisted Industries makes a conversion for $200 in a .22lr. Twisted Industries, Inc. -KelTec 22 Conversion Kits- PF9 P11 P32 P3AT
I have the PF9 but not the conversion. I heard about it here on INGO.
