Any body who owns a legal m16 can posses m16 parts. Also anybody who is not in possession of an Ar-15 can posses these parts. The only parts that differ are the bolt carrier, trigger, hammer, and disconnecter. BATF rules that possession of any of these parts and a semi auto Ar-15 puts you in possession of an illegal machine gun even if the parts are not installed. Any more most companies selling these parts will request a copy of a form 3, form 4, or manufactures license.

FA BCG's can be used in a Semi-auto gun without problem. However, no FA FCG parts may be used in a semi-auto gun.
