    I think that's 2 separate issues.
    I'm mentioning more about shooting at a moving target in a neighborhood.

    That's part of it.

    We should be of the mentality of firing only if absolutely necessary to protect for us or someone else being killed or seriously injured. Every other firing of a weapon at a person is a problem waiting to happen. Avoid problems to the extent that you can.

    If the life of the mope doesn't mean anything to you, practice restraint in your blatant self-interest.
