to fund even more government spending.

This time, he wants property owners and producers to fund "parenting" for those that don't.

Mayor Ballard calls for new preschool program; local homestead c - 13 WTHR Indianapolis

"We have failed many children in our society for at least 40 years," the mayor said. "The institutions that support the family have not kept up with changes in family structure and the culture. And the crime that cities across America are experiencing today is a direct result of it."

So in essence, what is the government's answer to problems enabled by the government? More government of course!

More for "preschool", more for cops to babysit little thugs and correct them because their baby daddies/mommas don't, and more for cops to enforce curfews to keep the little thugs off the streets at night.

The mayor wants to use the force of the state to strip you of your property in the name of keeping little thugs from stripping you of your property.

    Brilliant!

Right. Because 4 year olds are the source of most of our crime.

Just another "we need the money for public safety" and then it won't go to public safety, it'll go to real estate developers, sports complexes, etc.

Actually there is some truth here. Oklahoma did a study on the effects of preschool on underprivileged kids, and found they were much less likely to later (teens+) become delinquents, drop outs, system leaches if they went through preschool. The opposite was also true for the kids who never went to preschool.

That being said, most families outside that range can, and do adequately prepare their kids for kindergarten through "home pre-schooling" (good parenting).

The idea of *forcing* the costs of preschool on tax payers is socialist. Of course that hasn't stopped them. They're already doing it. Its called Head Start.

I'd bet money it's not preschool. If you broke up the preschool/no-preschool cohorts by income bracket, I'm betting that there would cease to be a correlation above a certain income threshold.

The benefits of preschool on the individual's net benefit to society (whether as a producer or a moocher) may be up for debate, but it is pretty well established that the long-term academic benefits are non-existent. By third grade, it is nearly impossible to distinguish, based on academic results, those who attended preschool and/or kindergarten from those who did not. I have no doubt that taking low-income children out of the sty of poverty and no self-respect would result in a measurable improvement from the student's own personal baseline. But much beyond early elementary, the other factors contributing to academic success have overcome any benefits of one more year in the government school system.

Why is there no outrage for the same funding of all other levels of education?

Oh, I've got plenty of outrage on that matter as well.

The state is doing its best to build dependency from cradle to grave....this kind of crap gets it a bit closer to the cradle.

One thing he is right about is that the family unit has been the target for a while now. Raising kids without a mother and father and stable home does result in alot more crime. The answer is jobs and no gov't handouts. If people want to eat they need to work to make money to feed themselves, instead they get gov't hand outs and have nothing to do all day, so they go get in trouble. i believe welfare results in crime, especially gang related. get rid of it, no more hand outs.

Can we give up the cricket field project to start?

NO! NO! NO! Don't you understand that the little thugs are going to give up thugging and play cricket as soon as the facility opens?

Seriously, I have some ideas which would stop this nonsense of children raising themselves, but it would never fly in our society. Under those circumstances, I guess it's going to be prison, bullets, and untold volumes of money pissed down rat holes on 'programs' that don't work.

Plenty of people with jobs get divorced or raise kids by themselves too. The family problem is not rooted in economics, but rather in theologics.

There have been at least a couple of generations of people who were not trained in the proper way to be married. When I see people actually LEARN how to be married it's like a light comes on and the first thing they say is, "why didn't anyone tell us this earlier?!"

:soapbox:Grrr...I am still in flames over this. IndyJohn has had to pull me off my soapbox several times. This is ridiculous! Really? A safety plan that is aimed at 4yr olds and completely misses the ADULTS in their lives that causes them to be little thugs in training. Oh, and really...the line about "we have failed generations of children over the last 40 yrs"? I spent the better half of my childhood sharing a room with my two brothers in our two bedroom, 900 sq ft home. It's what we could afford. I was TAUGHT that my hard work and effort would provide a livelihood for myself and my family. I was trained to believe HARD WORK and ETHICS is what defines a person's character. Nothing handed out to someone will ever teach them to appreciate the effort it took to put that into their hands.

As far as SAFETY, I would love to see the mayor make even the slightest effort in putting more newly hired officers on the roads. He can come up with 25 million in tax dollars and another 25 million in private funds to put 1,300 kids in pre-k for four years??? So...he can't find additional funding for 500 officers? Thank you, Sir. I'll have another cup of that lovely cool-aid...:40oz:

What additional funding for officers is needed? Over his and Peterson's term, exponentially more officers retired than were hired. Prior to Peterson's merger IPD was short. There are now less officers for all of marion county than what IPD had for all of inside 465. So how is it possible that he needs more money? If you are no longer paying the salary of 500 people making $60,000, why can't you afford to hire 250 people making $40,000? Just the salaries of people that retired in the last 3 years should more cover that. The amount of retirees has remained a constant since the 80's. For every person that newly retires, an older retiree passes away.

Assuming it truly is a public safety tax thing:
Perhaps had he never hired the moron that was getting fired from white plains for bankrupting the city, who is currently bankrupting spokane. Perhaps if he didn't spend a trillontybillon dollars on a condemned mold and rat feces filled mall in the hood for a Nasa like command center. Perhaps if he quit offering tax free mixed use buildings to go up, some of the tax burden could be disseminated amongst everyone and not just the middle class. Perhaps...Frikkin' cricket stadiums..for **** sake

His "we need to quit doing the same thing and expecting different results" speech should be applied to himself. I guess throwing fist fulls of money and free services at a problem has worked well for us in the past?

Spoken like someone who has never witnessed the horror of a toddler stampede. Roving gangs of 4 year olds decimating legitimate businesses with protection racket schemes, shedding blood for turf to hock their illicit Frozen posters. $25 million is a small price to pay to prevent that sort of atrocity in our World Class City(tm).
