Unsightly box truck out front, redneck parking in grass, and another truck with lawn mowing equipment. High traffic, makes everybody feel uncomfortable, and he's been know as a wife beater(couple neighbors helps his now former wife move out, bunch of holes in just about every wall). We all just feel unsafe living here....

98% of my neighbors and I get along fine, it's this house next to ours and the one behind ours that's are trouble.

study up on all the silly city ordinances that you have and have all the neighbors take turns reporting them for as many as possible.

Fortunately/unfortunately that could work.

Either make his life miserable so he moves, or move yourself. Call the city every time he does anything remotely in violation of an ordinance. If he rents, call his landlord and complain. Get the 98% of the neighbors to do the same.
