I do believe it is Recruiting problem. Some Recruiters won't even bother you till you Graduate From High School. There was programs years ago that they would take you and you could finish you High School while In the military. You had to sign a form stating that you would complete and If You didn't they would just kick you out with a bad discharge. So I would get another recruiters opinion or call and Brance of the Service, Navy, Air force ect.
