When I first started watching TNG, I didn't recognize it as a sidearm until someone threw down. Even then, it looked more like a massager than a weapon. At least the later models looked a little more ergonomic. I never saw any sights on any of them though. Those little flip-phone sized Type I phasers look like a ***** to aim.
Aiming is for rookies and red shirts.
And you see how much it helps them.

Does that work 360 degrees in both axes? No, it doesn't.

That's called a grenade and was done occasionally by overloading them.

as a beam, I think it was only around 90 horizontally, not much vertically.

As for the ROF, it was as fast as the scene required. depending on the model, individual bursts as fast as most people could aim a normal gun with targets 180 deg apart. On the other hand, the beam types could usually run several minutes continuous, as long as there aren't hostages between the targets, just sweep.

Captain Tracey: They sacrificed hundreds, just to draw us out in the open. And then they came, and they came. We drained four of our phasers, and they still came. We killed thousands and they still came.
