Right now the streaming bottom line on CNN's screen says among other things that "gun permits won't be processed". Is something happening or are they full of it as usual?

LTCH in Indiana are handled by the State Police. I don't know if they need anything from the federal government other than maybe a database search.

NICS is still running for background checks related to a purchase.

Everything I have seen leads me to believe that NICS checks are up and running...Possibly a little slower, but running. BATFE processing of NFA items seems to be a different story.

Fox news (Indianapolis station) stated yesterday that Gun carry Licenses would not be issued. Today they issued a correction and said that the issuance of Gun Licenses / gun sales, would not be affected by the shutdown. So far the only effects that concern me at all is the shutdown of the Soldiers memorials and some of the lower minions layoffs. However after the last shutdown they retroactively paid all employees. In my opinion many if not most of the higher echelon Federal employees should be laid off permanently.
