Well, we're going to have to have a way to decide where roads should be built and it's not practical to have everyone in the community gather for a meeting, so we'll choose a smaller group to look into that....and these people shouldn't have to volunteer their time, so they should be paid.

Someone's going to have to collect the money from everyone and make sure everyone pays...and these people won't work for free, so they'll have to be paid.

Someone's going to have to make sure the construction company is doing what they said they would....again, not free.

Sure, that can all be done privately...except for the part where we want relatively straight roads where they need to be....I guess we could just buy the land...except that many people won't sell except for an exorbitant price.
