I have never used that powder but i know i have had unburned powder when i loaded low loads with unique in .38 special. I would maybe jump up the load .2 of a grain and see it it still dose the same thing. I know some powders need to be in a certain pressure range to fully burn.

I have noticed unburned powder with Universal Clays powder as well as International Clays. Regular Clays never left those flakes in the .45 or the 12 gauge.
Loading heavier did not seem to make a difference in the pistols or shotguns. The powders seemed to work fine, shoot consistently, and not cause any problems. I just learned to ignore the unburned base material.
