Probably a dumb question in regards to handgun foregrips.

Cap and ball guns as I understand it "are not forearms". Does that mean a person if they wanted to could put a stock and or foregrip on a cap and ball revolver and not get their dog shot by the ATF?

Waiting on a modern take on a quick change cap & ball revolver cylinders in a modern looking short barrel cap & ball rifle.
Where you can push a thumb release and it drops the cylinder out and you just snap in a fresh loaded cylinder.
If it wasn't crazy expensive I'd buy something like that for a lot of fun. Maybe exchange the caps for 209 primers instead.
