Quick confirmation of LTCH procedure?

Been dealing with my local small town PD today about my LTCH. Chose to expedite with L-1, got that taken care of. Showed proof to my PD, and they gave me a copy of my application with a signature under "Witness of agency", and a giant, pre-addressed manila envelope to mail it in.

A: Do I need to mail it in this envelope?
B: I paid $39.95 to L-1, that covers the state portion of fees, right?
C: Did I really go all over NWI just to have my PD sign off on my app?

The local clerk wasn't well versed on the subject, figured I'd better get INGO's advice before I do something that will gum up the works.

A: I believe that you will need to send this envalope, sometimes I think local PD's send them themselves.
B: assuming you went 4 year and not lifetime?
C: yes

I did mine before L-1 came out though, I'm sure someone will be along shortly to verify

You can "suspend" the lifetime LTCH for the periods when you're not an IN resident.
