Take a look at a nice .22 pistol to get her started. Then she will be able to move up as she feels comfortable.

Another idea is if she has a female friend that is interested in learning to shoot, too, signing up for a ladies only class to do together is a fun way for them both to learn. 4 of us learned in this fashion. It was a blast.
