Rep System Broken?

I was able to rep 3 vets and then got a error to many reps in 24 hrs.

As Scutter has said, nothing has changed, and just to be sure, I just repped my normal amount of people before I started getting the 24-hour notices.

I still can't. I can only rep 1 person a day apparently. With 900 posts and my rep I should have a little more. Have I did something wrong?
If I did I'm sorry!!

I was able to rep bloodeclipse but then tried to rep 66chevelle and it said I needed to spread the rep before repping him again{its been A LONG time since Ive given rep to him}..so I found a random person that Ive never repped and it gave me that same message...so I tried to rep Jack Ryan for a post he made and it says Ive given to much....we have mice in the rep machine,we need a plumber!

I got a pop up saying that I needed to "spread rep around" before repping someone so soon, but I honestly don't think I ever repped that person before...
