Not from a congressional investigation, they do not have that authority from the constitution. They can investigate and release to the public and DOJ their findings, then it is up to the people to demand prosecution, that prosecution to get convictions, and the court to issue serious prison time.

The purpose of the investigation is the exact same as for the ones launched against Trump, to furnish the political dirt the target's eventual opponent will fling at him.
