sbr paperwork question, who can sign as cleo?

i live in the city but can the sheriff sign off for the sbr? city is charging $15 each fingerprint card and wait is 5+ days. i can pay $5 and the sheriff will fingerprint both cards and do a back round and get it the same day.

Legally he can, but most will not out of respect for the CLEO of the jurisdiction of your residence.

You can always ask though.
