    2A is incorporated against the states. Not allowing a shooting range to exist within the jurisdiction of the city and county definitely infringes on the exercise of the right protected by the 2A.
    Chicago found out that you cannot outlaw them all outright.

    Correct. A municipality cannot ban them entirely. But realistically, they can put up enough roadblocks so that it is not economical to build a range.

    There are still places to shoot near Bloomington (both public and private) though.
