The sponsor is a Democrat from CT. Big surprise.
Referred to House Ways and Means Committee chaired by Dave Camp, Republican from Michigan.

From a quick read - it's a $2000 a pop "assault" gun buyback - except you get it as a tax credit. $1000 a year.

Should be titled "The Newtown Intellectual Masturbation and Grandstanding Act" if you ask me...

And I thought that the mayor of New Albany was an idiot for their buyback....

Tax Credit, no such thing. They are just giving you back some of your own money which was rightfully yours before they took it with the threat of force. Anyone else do the same they would be charged with Armed Robbery.

I am still marveling at those who claimed "Hussein will not take your guns... in fact, gun rights have expanded under his presidency'.....

Sounds like a trap to me.

Whom would I have to assault with a rifle before I qualified for the credit?

This is nothing different than the buy backs that already happen all over the country. The difference is it is federal and you get more of my money. If someone is going to sell back their rifle they should just skip the government and sell them to the taxpayers who want them anyway. I like the legally obtained part myself. So not about taking illegal weapons just legal ones. DUH.

    Does a Ruger 10/22 qualify?

    (D) A semiautomatic rifle that has an ability to
accept a detachable magazine, and that has--
``(i) a folding or telescoping stock,
    ``(ii) a threaded barrel,
    ``(iii) a pistol grip,
    ``(iv) a forward grip, or
    ``(v) a barrel shroud.
I would say it might if it had any of this on it.

Looks like they are just outlining a buy back program my concern is the part about double dipping. Look to me they will only give credit for 1 gun doesn't matter how many you turn in. And it sunsets 2 years after passage.

`(3) Denial of double benefit.--The taxpayer may elect the
application of this section with respect to only 1 weapon, and
if such election is made for any taxable year, no deduction
shall be allowed under any other provision of this chapter with
respect to the surrender or contribution of the specified
    assault weapon.

    Related definitions.--

    (A) Barrel shroud.--
The term `barrel shroud' means a shroud that is attached to, or partially or completely encircles, the barrel of a firearm so that the shroud protects the user of the firearm from heat generated by the barrel, but does not include a slide that encloses the barrel, and does not include an extension of the stock along the bottom of the barrel which does not encircle or substantially encircle the barrel.
Wow. I thought a barrel shroud was the shoulder thing that goes up.

    (D) A semiautomatic rifle that has an ability to
accept a detachable magazine, and that has--
``(i) a folding or telescoping stock,
    ``(ii) a threaded barrel,
    ``(iii) a pistol grip,
    ``(iv) a forward grip, or
    ``(v) a barrel shroud.
So we must give tax breaks to people who turn in such weapons, to rid the streets of these dangerous weapons that combine heat shields with detachable mags? Who writes this stuff?
