First of all this is not what Kerry meant. He clearly meant that the people in charge of the army had not done their homework/planning and were incompetent, (because the war is a disaster), and that if they had gone to school we will not be having this disastrous war.
But to answer your question. Yes, I think that properly and highly educated people will never go to fight with a gun as simple soldiers. Soldiers are not the most intelligent members of society.

From what little I've read about Kerry, he was a political junkie/flunky while he was in Nam; he certainly had larceny in his heart if the stories about his quest for a medal are true. Like most, if not all, career politicians, he's been a liar and a hypocrite; especially where the military is concerned. For all their differences, the Dems and Republicans used to be united where national defense was concerned; that changed from the 70s onward. Perhaps if the Dems take an even worse drubbing in 2012, they will oust the socialist/communist wing of their party and become Americans again.
