A bit north of your price range but the Goal Zero Nomad 7 Guide 10 series of items has done me well. It charges multiple battery types and has a USB. Works on my iphone 4, kindle, etc. Again, a bit higher than you wanted to go but I have found it very useful.

    Has good reviews.

I'm getting one for Christmas and will try to remember to review it......

The panel works well. With partly cloudy weather it charged my Galaxy Nexus on USB mode. I haven't gotten to try it in full sun yet. The zippered compartment is set up in a poor way but doesn't impair function.

JetGirl, does that actually charge your phone. Mine won't charge my Galaxy Nexus.
You know, I haven't tried it on the iPhone yet but it worked on that phone in the pic.
I'll set aside a time when I know I can run the battery down next to nothing and give it a shot.
If I recall, it worked for MiniJet's iPod Touch, though...so I don't see why it wouldn't. :dunno:
