I have found that the store brands of Cabelas and Bass Pro are cheaper and of good quality. I have a Red Head spot scope for years and it was a little more than the Wally world cheapy X brand and has held up well 10+ years. It has not been in rough conditions (no precip) just at a covered outdoor range with temps 10-90 degrees.

I did some serious research into this very topic not long ago, and found out that Ebay is your best friend for sub-$100 spotting optics. Essentially, it came down to vintage Japanese made scopes which were very high quality and price decades ago, can now be a fantastic bargain. Bausch and Lomb Discoverers, and Bushnell Sentry II (older vintage ones, not the newer ones) and the Spacemaster, come to mind immediately. These can be had under $100. Sometimes around $50. Here are a couple examples, but keep checking frequently and you will be rewarded..

ebay isn't for the faint of heart or those who need something NOW. However, if you do your research, have good reading comprehension, are very patient, and doggedly persistent, you can and will get good deals.
