My Vepr-12 only seams to like steel shot, this is odd to me. I tried Federal 2 3/4 #7 1/2 and Remington Hi-Brass both with About 1 in 3 rounds not ejecting. The cheep Winchester steel has yet to jam. I like the load and the price, $0.21 per shot, but I'm fearful the Steel shot could endanger or destroy the gun it self. Is Steel Shot In A Vepr-12 ok or a huge NO NO?

The shot stays in the plastic wad until it exits the barrel, so there's no contact. You're fine. FTE must be due to something subtle in the shape of the shell itself, and as similar as they all are I'd wonder if whatever is causing the failure is going to drift until it won't eject anything. Have the extractor checked first.
