Looks like either the powder is inside a shot wad or it’s just loaded with the primer, looks like really short brass.

It looks severely pug loaded likely so it doesn't insta frag the rubber ducks.

Probably just enough to make sure it clears the barrel... I am thinking this cartridge would even struggle to hurt anyone.
