Which is practically the whole nation, if by "racists," you mean people who use race to to explain differences throughout the nation. Both sides are equally guilty.

To the extent that this is true, is it the most central and the most difficult? If it is, it seems like a pretty easy fix. Stop giving a **** about race to the point where it causes problems. The hard part is doing that when people insist that not counting race as particularly important, is a micro-aggression. So the cure for the problem is considered racist. And right now that seems to be a harder problem to solve.
