    Here's the answer:

    The .gov just mandates that hands are too dangerous, since they can be used to shoot guns, hold knives, drive car bombs, etc.

    At birth, if you make it that far, the .gov removes your hands and provides you with a service chimpanzee (which to be safe will have its trigger fingers removed).

    Anyone seen to have hands will be instantly identifiable as a terrorist and taken into custody for surgical 're-education'.
