I bet there's a level even deeper, where evil geniuses plot their deeds, the "magma" level.
Highly theorized to be true. If anything is there, it would be government or some very powerful (read: New World Order sort of deal) type non-government organizations.

They've found so called "black holes" where data packets are lost. Usually just an error that results in lost data, but it was also found that a massive amount of such data was being siphoned off, cataloged, and then passed back on by an unknown state actor. This isn't security through obscurity. These are merely obscure websites with some level of exclusivity and a heavy does of anonymity (much unlike INGO).

Having every website / device have one secret key is "security through obscurity".. Or, having your voting machines source code hidden because there's bits in it that if found will allow vote tampering. You're always worried that someone will find the little secret, that when know, blows up your entire security scheme.

Think of it as leaving a key under the doormat. Your door is now only secure because the thief doesn't know the key is there - it's obscure. I better way is to have the key in the open, but secured in a lockbox.
