There are quite a lot of houses in the dunes area with driveways this steep or worse.

Maybe they should have the garage on the basement level? I can't imagine a driveway like that. Most cars would hang up on the initial hump coming out of the garage. Need a traditional Jeep or similar.

At some point a contractor did this after telling the civil engineer 6 times that the finish floor elevation would not work with the existing street elevation.

Unfortunately you can't tell an architect or an engineer anything because they already know it all.
