We've had the email verification for new members set to "auto". We changed it to "manual" where the admin has to vet each new registration. It's labor intensive but eliminates spam.

Looks like it works. I didn't even see them in the member list. I've seen the vetting of new registrations done on other forums in the past, none of those forums were as large or active as INGO though. I've also seen where it was just the first post or two that was held back for review. I bet either one would be a PITA on here.
