    Well no. It limits government. You're protected whether you're a citizen or not, because you're a human and endowed with human rights. Which the government (supposedly) cannot infringe.

    The best answer. "Endowed by their creator" means that the rights came first. The constitution is just a document to organize and restrict the government.

    I realize Endowed comes from the Declaration, but both docs are written essentially by the same persons.

    Technically it would be should not. The fact it can is why the Constitution was written to protect them.
