    I sure hope they remember to declare these goods to the government.
    In a nice, polite, orderly society, the looters, thieves, participants in nefarious activities, would be asking for a 1099 so they can make sure all increases in wealth are include in their 1040 income statements.

    This has always been a thing and now it's more of a thing because there are no penalties to it. Find some applicable federal charges for interfering with interstate commerce and send some of the thieves to federal pen for a few years it'll likely return to it's pre-stupid-times levels.
