    Informatics is helpful. Knowing what types of chemicals are being hauled can help mitigate your responses to it. Some are easily filtered out, some dissipate in air, some are severely dangerous, some will corrode and attack even the best respirator. Just depends on what it is. Material safety data sheets are very informative and great guidance on how to respond to what. Know prevailing wind patterns, and whether you perhaps live downstream of major sources or storage of hazmat.

    Personally, chemicals don't worry me nearly as much as living threats: the biological elements. Particularly when conditions exist that will eventually degrade or render inert most chemicals which can be vaporized or aerosolized.

    Bioweapons, however, have fewer such limitations, mostly wind drift and geographic limits.

    Not to denigrate your beloved DHS, but I respectfully disagree.

    One can mitigate response to chemical spills with prior knowledge.

    Nuclear/radiological present their own problems - shockwave, thermal wall-o'-fire, and of course, radioactive fallout, but if you survive the first two problems, you can actively and passively manage the fallout.

    Very difficult to avoid biologicals. Chemicals are tactical weapons only, not strategic. Biological agents serve both strategic and tactical functions.
