This is a pervasive rule since it will impact electric generating utilities, which everyone relies on for electricy, refineries, cement kilns, which not only generates greenhouse gas from coal but CO2 is released from limestone which is a main ingredient, dedicated source power plants, plants that provide electricy or steam to diverse businesses and operations such as Indiana University, Perdue, Notre Dame, Eli Lilly, etc.
There is no current best available technology that is cost effective in removing CO2 from the stack gas stream. Currently, CO2 is stripped out and deep welled injected into the earth for sequestering. The demonstration units are extremely expensive to operate and are used on small scale units. One method to comply is to derate the units which entail physically changing the boilers operation to burn less coal and reduce its efficiency.
The proponents of the push say that the new reuls will bring green jobs in building and operating the control systems. Bah Humbug!!! This will greatly add to the cost of electricity and goods and services that are produced by the owners and operators of the facilities and units.
