what would a well written letter look like

Ive been busy writing as many elected officials as i can think of, but then I realized they probably dont actually read them. I assume they skim them the same way I would assigned reading. So my question is What would a well written and worded letter or email look like. I want to say my peice have my point heard and not seem uneducated or backward, as that cant do any good to further your cause.
