Well it probably has more "stopping power" than a gun anyway.

Same reason cops use water for riot control, not sure a car wash is as powerful though.

    Could be anywhere
Anything can be a weapon. It's the fallacy behind the lefts gun control arguments. But guns are very efficient at their intended purpose and stop them from pursuing theirs.

I had a friend in college use a bottle of Raid in the parking lot when accosted at her vehicle. Funny how effective hornet-killer is against a would-be assailant...

"powerful" is usually predicated on 2 different things when it comes to pressure washers, water cannons, garden hoses etc. Pressure & volume.

Pressure washers are relatively low volume but high pressure, water cannons are high volume, but relatively low pressure. It's hard to compare the 2 in terms of "power"...

A pressure washer is absolutely "powerful enough" to be used as a weapon. Many pressure washers can cut through rubber, wood, etc, and "pressurized water" in the form of waterjet cutting machines can cut stone, metal, etc. Also imagine that it doesn't necessarily have to be the water "power", just getting water forcefully sprayed in your eyes is going to serve as a deterrent, add soap and I can see how/why it fended them off.
