Why does the water taste like soap?

So yea, I'm new to Indiana. I really love it so far, but one thing has me a little perplexed: why does the water in the Indy area taste soapy? At first I thought it was chemicals or something, so I went out and bought a Pur 3-stage filter. That didn't take the taste away! Is this normal? Will I get used to it?

They put a lot of chlorine in the water in Indianapolis; you will get used to it.

Because somebody at the water treatement center got carried away when told that Indy wanted to be known for it's clean water.

Oh man, it's chlorine? Guess my filter doesn't do a great job with that...
