    In the trees
    There are adults that sit in a room together and consider "How can we skirt the constitution and make it more difficult for subjects to own guns". They spend a remarkable amount of time and money doing this because it is the easy route to reducing death by firearms. They do this because they can't cope with the root cause of people shooting other people: mental health and culture.

    I cannot define it but that is the standard for testing Bic lighters and such for childproof.
    I recently learned that only disposable lighters are required to be childproof. Refillable lighters do not.

    Disposables are also required to turn off when you release whatever mechanism you used to turn it on.

    I suspect lobbying by Zippo for both of those things.
