I think it could be a gallery gun. If it is, the ejected casings drop out of the tube and not on the floor. I think they made about 500 of them.

The end of the tube doesn't look right for a magazine, there should be a notch with a hook for the mag plunger to hook on to. Probably not explaining it correctly

I'm sure it's a gallery gun. It keeps the brass off the floor. The loop on the band is used to tie it to the counter. It's a single shot, worth 4-5 hundred. Rare but not very collectable, being a single shot.
    I like that it's rare.

Giveaways, no notch for the mag plunger, as Red pointed out. Loop in the band unique to this gun. 'Corporation' roll stamp. They didn't make the bolt before 1935, but the gallery guns have the 1920's roll stamped barrel.

If you tube feed it, they'll go the wrong way. :):

You explained fine. That’s what I originally thought. But now?? Everything you all said points to a gallery gun
There is nothing in it to feed any bullets up. Confirmation?
I bought it in a collection and just got around to checking it out. I wanted a .22 for every grandkid was all I was going for. There was a Winchester model 150 in there too and it’s setting next to the model 250 I’ve had for years. Still need a few more .22’s to have enough for the grandkids..
