You were clear. But that doesn't answer my question. It's not even part of this discussion. This is about where you draw the line for LE to use force against force when the force is applied to LE specifically.
That sounds like several questions for the price of one. You must establish whether the LE should be taking any active role at all, what 'force' is being applied to them (if any), and how open-ended the response should be. It sees that blasting everyone available with so-called less than lethal munitions in addition to turning the dog loose was the order of the day regardless of the participation (if any) a given person had offered aside from being physically present.
