      Not necessarily, IIRC the Devore case(s) are challenging based on the procedure the assembly used to pass the law, and another case is challenging based on IL's equal protection clause.       I recently learned that only disposable lighters are required to be childproof. Refillable lighters do not. Disposables are also required to turn off when you release whatever mechanism you used to turn it on. I suspect lobbying by Zippo for both of those things.
