What kind of clear are you using? Is it out of a spray can or is it mixable automotive clear in a qt/gal can? Mixable clear requires a hardner to cure correctly. If it's out of a can, the heat and humidity could cause it to fell tacky for longer periods.

To keep water away from the foundation, run a perimeter drain around the structure. Bury some 4"-6" slotted drain tile wrapped with a silt sock around the structure and cover with around 6" of gravel, then back fill with soil, and drain it away for the area.
