    With the possibility of passing a Constitutional Carry law in the near(hopefully) future, would it be better to do the 4 yr to save a few bucks or do the lifetime to be safe in the event that we do not pass this bill?

    I would go with lifetime because unless we get national constitutional carry, LTCH would still be beneficial when traveling to other states. Also, there's a chance that even if we do get constitutional carry in Indiana that it could be someday reversed. If it was reversed they would probably make obtaining an LTCH harder. At least, in this scenario you would already have one. Of course, this is assuming they would recognize the lifetime LTCH.
