I agree, it is either distortion from the shock (odd angel though) and the low qual camera (which does it job, not judging) or it is picking up the flash and taking time to adjust the lens for the fast light chanes.
Either way good job on the MP for stepping up and stopping the threat in the most efficient way possible. Also notice at the end how he handles to guy coming into the store. Assess for threat and get him out of there.
