I personally like a stun device over pepper spray. Stun devices can be used to stop people as well as dog attacks. No aim required just reach out and touch them.
I had a neighbors dog come over and attack one of my goats. The dog is usually a good dog and it was my neighbor's dog. I used a stun device on him he dropped to the ground for a few seconds then jumped up ran home with a Yelp. I called my neighbor told him about it. We both laughed. I don't know why he was after my goat but he was. So I choose to not kill him and he has never attacked anything since. He still comes over to visit. So all ended well.
