It removes some good guns from the used gun market and thus drives up the prices of the remaining used guns. Not only gun buy back, but police confiscated guns can end up destroyed. Waste, that is what government is so good at.

Some programs now record who the the "seller" is bringing it in and check at least the serial number for stolen, criminal use, etc., to prevent this. That said, that has been at least attempted before.

One good thing, some very fine people I know used to go and rescue some of the guns by offering a bit more for guns they were interested in from people going to sell at the buy back.
