    Around here the shoulder is often still free, the speed zone starts well before the actual construction begins and again, isn't the point supposed to be prevention and not a ticket?

    Hardly, you do see things done right once in awhile where they work with citizens instead of against them. Quite often I see a car with its lights on pulled over where the construction starts and that's usually enough to keep people driving slower through the zone. They could probably just park an empty car there and get the same effect.
