Don't think so. It would have to be under other federal law or state law. The Lucky Gunner fees award was under state law.

EVERY single law on the books needs a sunset clause written in it. It makes it so every important law has to get renewed, cuts down on all the useless red tape, and makes it so an over zealous prosecutor can't fish for charges on a target.
