    I don't see the presence or absence of a serial number significantly affecting the behavior of many individuals. Ones with serial numbers disappear into the wilderness in large numbers, to both responsible and improper owners. Few improper people have the initiative or the resources to complete an 80% lower. The benefit I see is the foiling of the .gov and its plans.

    Worth mentioning that, with net neutrality dead, ISPs are now free to slow or outright ban any site they want, for any reason or no reason, with no recourse or appeals process.
